The Norwich Labour Council backed the building of solar heated housing in Goldsmith Street so much so that it won the prestigious RIBA Sterling Prize. I have made a similar house with a Tory Council (Bromley) and government obstructing me at every turn.
I have been retired for some time and have recently converted and extended my 1930s semi making a solar/electric heated house similar to Goldsmith Street (Sterling Prize winner) but much more efficient and also suitable for a disabled person, this works well.
During the works Bromley Building Control advised of any problems, these were dealt with to their satisfaction. Inspections were confirmed in writing. It was completed in August 2017 (to what I thought was their satisfaction) and I requested the final certificate. I could not get a meaningful reply until 28th February 2018 when they emailed saying everything had to be re-inspected, a list was provided. The work to uncover what they wished to re-inspect on the list was considerable and it would cost many thousands of pounds, we would have been required to move out for a long period. Building control could find nothing wrong, but they said that they would not issue a certificate because the property is solar/electric/heat pump heated and does not have a gas boiler and also until they require to inspect a ventilation system that does not exist and which is not required by the regulations (they require extract fans in each room where there are opening windows, do you have extract fans in all your rooms with opening windows). The ombudsman said the council had done nothing wrong.
On the 3rd December 2018, I contacted the Ministry of Housing, Communities & Local Government for their help and have not received any meaningful communication from them since.
Jo Johnson’s (our Tory MP) office has chased the ministry every month with no success. Jo Johnson is Boris’s brother and was a minister in the cabinet, if the civil service won’t take any notice of Jo will they take any notice of Boris?

All council houses should be built on the basis of my house. As it is a refurbishment of a 1930’s house in my house the insulation can’t be as good as Goldsmith Street (a new build) although it is not far off. The walls are solid brick inside and out and the floors concrete all now enclosed in heavy insulation where possible to hold the heat like a thermos(unlike Goldsmith Street). To stabilize the temperature in my house the heating is normally solar but with electric back up when necessary (water underfloor heating) to keep the structure between 18 -24°C. To provide instantaneous heating and cooling there is a heat pump. There is no gas boiler (as at Goldsmith Street), the heat pump is much more efficient than a gas boiler and cheaper. If I am unable to get this certificate the house can not be sold and is classed as dangerous.
